Councillors are looking for support for a motion to re-establish a health committee at tonight's full meeting of the council.
It follows the threat to Daisy Hill Hospital's Emergency Department.
The Southern Trust says its opening hours could be reduced because of a shortage of senior doctors, sparking local anger and concern.
Councillor Mickey Ruane said that it's essential "a well resourced, cohesive and unified Council Campaign for Daisy Hill is formed immediately."
Plans for a council-approved protest rally on the streets of Newry are also expected to be finalised at a further meeting tomorrow.
