Angry residents in west Belfast say their bins haven't been emptied for weeks due to people outside the area parking outside homes.
Locals in the Beechmount area are asking those who don't live there to have consideration when parking their vehicles.
They say staff from the Royal Victoria Hospital are parking near their homes and are blocking entryways, footpaths and corners.
A letter from the council has been sent to those living on Iris Street, Earlscourt Street, Hawthorn Street and Harrowgate.
Council workers haven't been able to access bin collection points and are having difficulty collecting waste.
Residents are asking if a solution can be found.
