The Police Watchdog says two PSNI officers were justified in aiming their guns at a driver after a pursuit in north Down.
The driver had complained the use of firearms during the incident was "oppressive, unjustified and had caused him considerable distress.".
It happened near Newtownards in February last year.
However, the officers involved told Northern Ireland's Police Ombudsman they drew their weapons as they feared for their safety.
They said the driver had failed to stop and was continuing to edge his vehicle towards them and they re-holstered the guns as soon as the driver followed their instructions.
The watchdog found no evidence of any misconduct.
