An independent investigation's found that police were justified in using CS spray against juveniles.
It followed an incident at a County Down children's home, in January.
A 15 and 17 year old caused damage at the home.
They then barricaded themselves in a room with three girls.
Staff said the two had weapons.
After failed attempts to get to the youths, officers used CS spray.
Police Ombudsman Dr Michael Maguire noted the officers who used the spray were "properly trained".
He concluded that their actions had been "lawful, necessary and proportionate".
