A 200-house residential scheme for Newry is being recommended for planning approval.
It's despite the submission of 207 objection letters.
Plans for the site at Watsons Road/Dorans Hill were first submitted four years ago, but residents claim it can't cope with the planned scheme.
Original plans have since been redrawn and amended.
But there are fears Newry's infrastructure is already strained without the potential increase in population and traffic.
