Rural roads neglected because potholes 'not deep enough'

Rural roads in the Newry and Mourne area are not being repaired due to flawed criteria.

That's from local councillor Declan McAteer.

He says Transport NI operatives are instructed not to fill potholes that aren't deeper than a hundred millimetres:
