Billy Caldwell's Mum claims the Department of Health is blocking his return home to Northern Ireland.
The Home Office and a hospital in London have cleared the epileptic youngster to return to Castlederg with a special license for medicinal cannabis.
However, the powersharing crisis is said to be holding up the process at this end.
Charlotte Caldwell has told Q Radio she's not heard from officials here - since they were due to have an emergency conference call this morning.
A Department of Health Spokesperson said: “The Department is actively working for a timely resolution to this matter. Any suggestion to the contrary is without foundation."
Adding that, "We are in constant contact with the Home Office and advising Belfast Trust on the licence requirements and the best way to promptly complete this process.”
