Mid and East Antrim Councillors have passed an economic motion.
It deeply regrets the Communities Minister's refusal "to devolve regeneration powers to local government".
Last night's December full Council meeting in Ballymena approved the motion by twenty votes to fourteen.
DUP members largely voted against, perhaps out of loyalty to the Minister, Paul Givan, who's DUP.
Ulster Unionist Councillor Stephen Nicholl, who tabled the motion, was surprised by the Minister's refusal to grant councils regeneration powers:
